What are the legal requirements?

I have made a suggestion at work which has been knocked back however I am not convinced the reason is correct. We are a wine merchant who offer accounts with deferred payments to customers as we do not hold a credit license. Opening an account is done manually I wanted to offer this facility online however I was told we legally require a signature. Can anyone confirm if this is correct as you can open Credit Card Accounts online these days without a signature.

The difference here is that your product is alcohol. There are both Federal and state rules regarding selling of alcohol. For example in some states, residents are not allowed to purchase alcohol via mail order or online facilities. In some states people can not carry a bottle of wine that was re-corked at a restaurant in their car.
So, you are probably dealing with some law on the sale of alcohol. Begin with Federal restrictions, then state, county, and down to the city.
